The Summer Carnival came out today. WOOHOO!
You can get there by opening your "Parties" tab then clicking at the top.
So, when you first walk in....

There are three games: Whack-A-Phantom, Candy Catch, and Phantom Ball. In my opinion, Phantom Ball is the best for earning tickets!
Oh yeah, each game costs 5 gems to play.

P.S. To get the phantom cotton candy, do black, then white, then black. You'll see.
